Meet Ugandan Fraud Who Gets Top Kenya Jobs With Fake Certificates

A 50-year-old Ugandan Form One dropout was arrested in Nairobi last week after detectives discovered that he has been using forged academic certificates to land top government and private firm jobs in Kenya for 26 years.

Directorate of Criminal Investigations responsible for his arrest revealed that the man goes by 4 names: Moses Otieno Obiero, Nobert Muhoro Ikundo, Hope Lubega and Robert Mwanyalo.

At the time of his arrest, he was working at the Public Service Commission headquarters as the deputy director of information and communications technology. He landed the second-in-command role in 2015.

However, this is not the first time the Ugandan Form One dropout has been caught. Back in 2010, he was arraigned in court for using a stolen certificate belonging to Nobert Muhoro Ikundo.

After pleading guilty, he slapped with a Sh50,000 fine and ordered to swear an affidavit to cease using the name.

His second arrest (which happened last week) came after the PSC became suspicious when a vetting process into his history established gaps.

Moses Otieno Obiero True Biography Revealed

After a meticulous dig into his past, it was discovered that Moses Otieno Obiero was born in Uganda.

He attended Magwa Primary School in Jinja, East of Uganda. However, he transferred to Army Primary School in the same area from where he graduated.

As a young boy, Otieno moved to Uchiwe Village in Gem, Siaya, Yala, Kenya where he attended Apuoyo Primary School to enrol in Standard Eight.

In 1986 he gained admission to begin Form One but he dropped out the same year. This was the last time Otieno ever went to school.

Otieno moved to the national capital Nairobi in 1989, where he lived with a relative.

Working Experience

The detectives revealed that the fraud has worked with 10 top organisations using forged first degree and postgraduate degree certificates.

Two years after landing in Nairobi, Otieno got a job in 1991 as an ICT assistant at the United Nation Office.

After a one-year stint with the UN, he worked at Standard Chartered Bank as the head of IT between 1992 and 1994.

He worked for a year at Siemens Telcom as the technical service manager.

From 1996 to 2000, he worked at Interactive Business Technology.

In 2000 he worked in the technical support department of the International Federation of Red Cross and Red Crescent Societies.

Between 2001 and 2006 as a systems administrator at Deloitte.

2008 – 2010 as head of ICT at Standard Media Group.

2010 – 2012 as chief information officer at Kenya Seed.

2012 – 2014 as head of ICT at Nzoia Sugar Company.

Fake Documents Discovered

Several documents and certificates were also found on Otieno at the time of his arrest, all of which have been confirmed by the detectives as fake. They include:

3 Kenyan passports with serial numbers A751118, A016879 and A1749511.

3 birth certificates bearing serial numbers D694926, B644745 and B227280.

2 master’s degree certificates.

2 KCSE certificates – one for a bachelor of science degree.

Amazingly, Moses Otieno Obiero was also found to have a criminal past. He will be charged at the Milimani Law Courts on Friday 16th June 2017.

Some Kenyans are seeing him as a genius, dubbing him as the black Steve Jobs.

More frauds could be smoked out as experts have called for intensified employee vetting processes across all government agencies.
