Why is my condenser mic still getting signal with Phantom power OFF and preamp gain ZERO ?

I have a condenser mic (Audio Technica 4033a) plugged into XLR chael 1 (on the front panel) of my Studio 192.

I am getting normal signal from this mic even with phantom power tued off. I'm also getting signal between -20 and -30 even when the preamp gain is set all the way down to zero.

Why is this possible? Is it always getting phantom + some gain?
