my presonus 16.4.2 has no imput signal useing imputs 5 - 16

My presonus 16.4.2 has only 4 working imputs ( 1-4 ) all other imputs (5-16) are not working either as a interface or front of house mixer. Is this a comon problem and how do I fix it please.
