Presidential Result Aouncement: IEBC To Only Communicate Final Outcome

The Independent Electoral and Boundaries Commission has aounced that it will only make one presidential result aouncement after it receives vote tallies from all the 290 constituencies countrywide and collating them.

Chief Electoral Officer of the commission, Ezra Chiloba, said commissioners will aounce periodic results from each constituency as has been done in the past.

The IEBC will relay live results from constituencies as received in real time to the media and on its website.

“These will be based on physical forms. There will be no variances between the paper data and the electronic data,” Chiloba said.

This means that the commission will not be in a position to control the turn around time within which the final result will have been tallied.

Chiloba said so during a meeting with the media stakeholders at the Bomas presidential tallying center.

This directive is in line with the High Court ruling which held that what the poll officials at the constituency say will not be changed during the national tallying.

IEBC has also installed an electoral management system which is said to be foul-proof, making it difficult to rig the general election.

“We have also put up a system which doesn’t give room for ballot stuffing. The Kenya Integrated Electoral Management System (KIEMS) as designed does not give room for rigging,” Chiloba said.

“We undertake ballot paper reconciliation. The number of ballot papers issued must tally with the reported turnout.”

He added that in the event the biometric voter kits fail, the presiding officer, returning officer and head of ICT will agree on the procedure for resorting to manual voting.

On crowd control, Mr. Chiloba said presiding officers have the power to eject people from polling stations.

“They’ve taken an oath and whatever decision they take they must be able to defend. They will be held personally responsible for the decisions they make.”

Chiloba has urged media houses and political parties to leave declaration of presidential results to IEBC for order, saying all backup mechanisms are being set up to ensure a free, fair and credible vote.
